English Local Authorities Intend to Sell Off Community Hubs and Sports Centres to Balance Books

According to a new poll of local authorities, English councils are planning to sell social clubs, sports centres, and shopping arcades as they rely on a rapid disposal of assets to stabilize finances.

Increasing Fiscal Challenges Drive Asset Sales

A coalition of councils representing second-tier cities in England reported that 60% of local authorities are planning to sell assets to meet the rising costs of social services for vulnerable individuals.

Local governments have in the past faced criticism for selling public land and land to support their budgets, but they argue they must continue to generate essential revenue from property disposals or face insolvency.

This coalition noted that a high proportion of councils seeking to generate funds from a fire sale of holdings marked “a clear change from 2024, when the largest share (60%) of municipal officials stated they would focus on service redesigns and utilising financial reserves to weather growing fiscal pressures.”

Specific Examples of Planned Sales

Medway Council in Kent said its asset disposal plan included the sale of a retail complex in a local town and a social club in Rochester to raise 20 million pounds over the next half-decade.

  • A local golf course and commercial properties owned in Worcestershire and Suffolk, which all provide rental income for Medway council, will additionally be sold under the strategy.

Local Levy Increases and Wider Fiscal Pressures

The survey of local authorities in the coalition, which covers several urban centers, also found that over seven in ten of authorities will need to raise council taxes next April to cover the growing cost of essential services, higher levels of housing insecurity, and a longstanding housing shortage.

Medway council said it will press ahead with asset sales after sharp increases in the cost of children services, special educational needs and disability (Send) provision, elderly and disability services, and temporary accommodation.

“We are adopting innovative approaches but certain measures require time to achieve both improved services and financial savings,” stated a council leader.

He continued: “We face population challenges which will persist to increase the strains we have. As a local government body, we had a drastic reduction in our revenue support grant from 2010-24, which is extremely difficult.”

Countrywide Patterns and Forecasts

A survey of regional authorities recently further found local finances being strained by the growing number of young people and older individuals requiring Send support.

A network of councils said that council deficits will hit 4.4 billion pounds a year by 2029, as they grapple to cope with increased demand.

Government officials have delayed scheduled changes to the special educational needs framework until the coming year after a white paper outlining those reforms has been postponed.

Deprivation and Financial Shortfalls

According to the most recent indices of deprivation (IMD) for UK local authorities, many key cities members were included in the most deprived in the country.

  • “Member cities like several major towns place in the most deprived 30 nationally under the latest deprivation indices,” said the report.

“Although only one key city is in the top 10 for disadvantaged communities countrywide, cities are much more prone to be in the most deprived fifth of England. The figures highlights the extent of challenges confronting municipal officials across major urban centers in the next twelve months,” the report added.

“Local government leaders have been explicit about the necessity for a equitable and lasting financial structure that accounts for and addresses the real levels of disadvantage and need,” said Michael Mordey.

“Lacking this, local authorities will persist to face impossible choices around which essential services to allocate spend to, and which to cut, to the detriment of their residents.”

One in five of local authorities have reduced or weakened social care provision in the last year, the survey found.
